Vermont Students Receive College & Career Support through $31 Million Federal GEAR UP Grant

VSAC to continue to provide critical college and career guidance to more than 2000 modest-income and first-generation students statewide

Winooski, Vermont—More than 2000 students annually will receive vital support to prepare for college and careers, thanks to a renewed $31 million federal GEAR UP grant awarded to the Vermont Student Assistance Corporation (VSAC). The U.S. Department of Education awarded the funding to VSAC to administer Vermont’s GEAR UP, which stands for Gaining Early Awareness and Readiness for Undergraduate Programs.

This seven-year grant—spanning 2025 to 2032—will allow VSAC to serve over 2,200 middle and high school students in grades 7–12 and 200 first-year college students annually. The program focuses on first-generation and modest-income families, particularly in Vermont’s rural and underserved communities.

VSAC has administered Vermont’s GEAR UP program since its inception in 1999, reaching more than 15,000 students across four grant cycles. Currently 11 on-site VSAC counselors provide services to students in 37 Vermont middle and high schools.

“GEAR UP has proven to be a powerful tool in closing opportunity gaps and building pathways to success for Vermont students,” said Scott Giles, President and CEO of VSAC. “This renewed investment ensures that thousands of students will continue to receive personalized support, guidance, and resources they need to pursue their goals beyond high school—whether that’s college or career training. We are thankful for the strong support that Vermont’s congressional delegation—Senator Sanders, Senator Welch, and Representative Balint—provides for this critical work.”

VSAC’s GEAR UP delivers support to students and families through one-on-one college and career exploration, counseling, and family engagement opportunities. The program also advances school-based initiatives, educator training, and partnerships with colleges, training programs, and state agencies to strengthen Vermont’s college and career-ready culture.

Senator Sanders said, “Every young person in Vermont, no matter where they live or how much money their family makes, deserves the opportunity to go as far as their talents and hard work will take them. That’s what this program is about — giving our kids the tools, guidance and support they need to succeed in college and build a better life for themselves and their families.”

The impact is clear: 93% of GEAR UP seniors graduate high school, and 56% enroll in college—compared to 45% of Vermont students overall and just 30% of economically challenged students. In addition, students who participate in GEAR UP are more likely to persist in college and earn degrees.

Senator Welch noted, “At a time when Vermont’s young people face unprecedented challenges, we need to do everything in our power to give everyone a fair shot at success. That’s what the GEAR UP grant is all about—providing Vermont students with the tools, support, and confidence they need to reach their full potential. I'm proud to have played a part in securing this investment that will open doors for thousands of students and young people across Vermont.”

Students in VSAC’s GEAR UP program receive guidance to select and apply to schools and programs, complete high school, and enroll in college or career training. VSAC also helps students and families understand their options after high school, including how to pay for college through grants, scholarships, federal financial aid, and loans. As a trusted partner, VSAC supports students in exploring their interests and planning for the future.

“As a former teacher, I know that education has the power to unlock meaningful opportunities and economic mobility. Too many students face obstacles out of their control that prevent them from achieving their career goals and improving their quality of life,” said Rep. Becca Balint (VT-AL). “I'm proud of VSAC’s dedication to expanding educational opportunity and preparing students from all backgrounds with the resources they need to succeed. This $31 million GEAR UP grant will pave the path for more Vermont students to shape their own future and uplift their communities.”
